Restrooms: Never opened and so can't comment enough. All I can say, it stinks in the nearby area of toilet block as some people make use of it when they are closed.
Dog-friendliness: I have seen families bringing their dogs for a walk and play. Good time.
Picnic area: Not really a picnic area unless you are happy to sit on the grass and have a small picnic.
