Generation Fencing

My fencing was done promptly on the day and the contractor phoned me three times prior to check the date... Indeed the payment in cash was chased up promptly too, collected two days later payment in full. BUT...I am still waiting for the fence to be finished as promised "next week". I have waited since 26 Feb for fence to be finished. Why do I think I should NOT have paid cash AGAIN until the job was done properly?
